Creating own command

I am creating an application which is voice interactive. But the problem is, I want my bot to be silence when it fires any event or open any new screen or page and talk to user in normal scenario.

You could use the Rank attribute on your SIML responses to prioritize the output.

SIML Code

  <Pattern>
	<Item>OPEN [APPLICATION-NAME]</Item>
	<Item>RUN [APPLICATION-NAME]</Item>
  </Pattern>
  <Response Rank="Low">
	<o:File>
	    <Match />
	</o:File>

You can get the Rank of the last response using the following C# code.
